New MHQ Layout System

Starting today, we are updating MHQ to a new, hand-written layout system that addresses many issues we've had in the past, the most noticeable being that it now looks the same in all browsers and operating systems (so you may some some messed up pages every now and then). While that may the only immediate change, it supports a lot of of other things as well. For example, should you decide to create a skin for MHQ, while before being limited to just having custom CSS and images showing up in the same basic template, you can now create custom HTML, showing MHQ in whatever way you want, while still retaining the content of the page. If you found the need to create a webpage (say for your fan game or something) that needs to math MHQ, you can now do that by calling some predefined functions! You can ever hide the sidebar or the whole layout if you want. Also, the affiliates at the bottom are now automated, meaning we will only have to change them in one place.
